01Scope
This policy applies to payments made to UK Parking Control Management Ltd for Parking Charge Notices. A Parking Charge Notice payment settles an existing charge; it is not a booking or the purchase of a future parking service.
02No general cancellation right
Once a valid Parking Charge Notice has been paid, there is no general change-of-mind cancellation or refund right. If you believe the charge is incorrect, you should appeal before paying. Paying the charge will normally close the case and end the appeal process.
03When we will review a refund
We will review a request where:
- the same Parking Charge Notice was paid more than once;
- an incorrect amount was taken;
- a payment was applied to the wrong Parking Charge Notice in error;
- UKPCM withdrew or cancelled the charge after payment;
- an appeal was accepted after payment and a refund was confirmed; or
- the payment was unauthorised or affected by a verified processing error.
Each request is assessed on its facts. Asking for a refund does not itself cancel a Parking Charge Notice or confirm that a refund is due.
04How to request a refund
Contact us at info@ukpcm.co.uk, call 0330 043 9765, or write to UK Parking Control Management Ltd, 167–169 Great Portland Street, 5th Floor, London, England, W1W 5PF.
Please provide the Parking Charge Notice reference, vehicle registration, payment date, amount, payment reference, the reason for the request and any supporting evidence. Do not send full card details by email or post.
05Review and payment of refunds
We aim to acknowledge a refund request within 5 working days and provide an outcome as soon as reasonably practicable. We may ask for further information before deciding the request. Approved refunds will normally be returned through the original payment method.
Once issued, the time taken for funds to appear depends on the card issuer and payment provider. We will confirm when the refund has been submitted for processing.
06Card disputes and unauthorised payments
If you do not recognise a payment, contact your bank or card issuer promptly as well as notifying UKPCM. We may request information needed to locate the transaction and support an investigation by the payment provider.
07Appeals and complaints
