This website is operated by UK Parking Control Management Ltd ("UKPCM", "we", "us" or "our"), a company registered in England and Wales under company number 17157878. Our registered office is 167–169 Great Portland Street, 5th Floor, London, England, W1W 5PF.

02Our services
UKPCM provides parking-management services for private landowners and occupiers. These may include car-park management, patrol and ANPR enforcement, permit schemes, visitor registration, payment solutions, signage, maintenance, Parking Charge Notice administration, appeals and related support.
The services operating at a particular site are determined by the agreement with the landowner or occupier and by the signs displayed at that site. Nothing on this website replaces or varies the parking terms shown at the location.
03Parking terms and Parking Charge Notices
When a vehicle is parked on private land managed by UKPCM, the driver must read and comply with the terms displayed on the signs at that location. A Parking Charge Notice may be issued where those terms are not followed. A Parking Charge Notice is a contractual charge and is not a fine issued by a public authority.
The notice states the amount due, any reduced-payment period, the payment deadline and how to appeal. If a charge remains unpaid, further recovery action may be taken in accordance with the notice, applicable law and relevant industry requirements.
04Online payments
The online payment service allows a motorist or an authorised person to view and pay an eligible Parking Charge Notice using the reference number and vehicle registration mark shown on the notice. The amount displayed by the payment service is the amount recorded as outstanding at that time.
Before confirming payment, you are responsible for checking the Parking Charge Notice reference, vehicle registration, amount and card details. Payments are processed securely by authorised third-party payment providers. UKPCM does not store full payment card details.
05Payment confirmation and processing
A payment is complete when the payment provider confirms that it has been authorised. You should retain the confirmation or receipt. Card payments may appear on your statement using UKPCM's name or the name stated by the payment provider.
If you receive an error, do not repeatedly submit payment without checking whether the first attempt was successful. Contact us if you believe you have paid twice or if no confirmation is received. We may need the Parking Charge Notice reference, date, amount and payment reference to investigate.
06Refunds and cancellations
Paying a Parking Charge Notice settles the amount accepted and closes the matter, subject to the payment clearing. Because payment settles an existing charge rather than buying a future service, there is no general right to cancel simply because you change your mind.
We will review requests involving a duplicate payment, an incorrect amount, a payment made against the wrong reference, a charge withdrawn by UKPCM or a charge cancelled following an accepted appeal. Eligibility, evidence, timescales and the return method are explained in our Refund Policy.
07Appeals and payment
If you dispute a Parking Charge Notice, submit an appeal before paying by using our appeal service and follow the instructions and deadlines on the notice. Payment is treated as acceptance and settlement of the charge and will normally end the appeal process.
08Website use and availability
You may use this website only for lawful purposes. You must not interfere with its operation, attempt unauthorised access, submit false information or misuse the payment, appeal or contact services. We take reasonable steps to keep the website accurate and available but do not guarantee uninterrupted access. We may suspend a service for maintenance, security or circumstances beyond our reasonable control.
09Third-party services
Parts of the website, including payment and appeal facilities, may be securely provided by third parties. Their systems may have additional terms and privacy information shown within the relevant service. UKPCM remains responsible for handling questions about a UKPCM Parking Charge Notice; the payment provider is responsible for processing card information through its secure service.
10Privacy
We process personal information in accordance with our Privacy Policy. This includes information needed to administer parking services, process payments, consider appeals, prevent fraud and meet legal or regulatory obligations.
11Complaints
A complaint about our service is separate from an appeal against a Parking Charge Notice. Service complaints are handled under our Complaints Policy. Complaining about service does not pause a payment or appeal deadline unless we confirm otherwise in writing.
12Governing law
These terms and any non-contractual obligations arising from them are governed by the laws of England and Wales. The courts of England and Wales have jurisdiction, except where applicable consumer law gives you the right to bring proceedings elsewhere in the United Kingdom.
13Changes to these terms
We may update these terms to reflect changes to our services, payment arrangements, legal obligations or regulatory guidance. The current version and effective date will remain available on this page.
